Abstract

This article considers questions of doctrine about the noosphere by V. I. Vernadsky, the relationship of the integration of political and educational processes in the formation of the noosphere. The questions of using a competence approach in education, formation of cultural competence as a base that gives a possibility of development of socio-cultural integration in the CIS are described.
