Democracy as the developing political system. Democratic traditions and historical innovations of the state system in Russia

Abstract

Critically estimating the conclusions that «the western democracy» is universal and that Russia and other CIS countries have no own democratic traditions, the authors prove presence of such democratic traditions in Russia on the basis of wide historical digression. At the same time, it is proved, that democracy as a political system has its own features depending on the different countries, which defi ne features of their government, that the traditions of parliamentarism going to Russia from the Novgorod Veche, have appeared and in a certain measure claimed in the creation of the State Duma of the Russian Federation.
