The Formation of the intellectual potential of EurAsEC countries as a necessary prerequisite for constructing an innovative economy

Abstract

In this article the characteristics of constructing an innovative economy and providing intellectual security in the EurAsEC are considered. Such driving forces of innovative development as intellectual resource, intellectual potential, intellectual elite are analyzed. It is noted that socio-economic transformations require a clear mechanism for the implementation of scientifi c and technological forecasting. The idea of creating a common legal space for the implementation of the programs in the fi eld of science and education is proposed. The main tasks for constructing integrative system of education within the Eurasian Economic Community are determined.
