The migratory policy of Russia: the basic changes

Abstract

The basic changes in this policy, that caused by the globalisation process, are the following: the simplifi cation of an order of the permission reception for time stay and work for the citizens of those countries with which Russia has a visa-free regime; decrease in the administrative barriers, that were the basis for bribery and unfair intermediary; the legalisation of migrants and the perfection of the migration management on the basis of the migratory legislation liberalisation; the regulation of the labour migration as a priority direction of a migratory policy; displacement of the goal of the struggle against the illegal migration from the migrants on the employers breaking the labour and migratory legislation; the defi nition of the countries group for development of the preferable migratory partnership (fi rst of all the CIS countries).
